Phase 2 Scoring

In Phase 2, the “Deployment Phase,” competitors in three tiers compete to win a share of $500,000 for recruiting participants to download and use the qualified apps from Stage 1 (Teams Competition). All competitors who meet the Dec 21, 2018, Phase 1 application deadline are eligible to compete in Phase 2, regardless of whether or not they were among Phase 1 milestone award recipients. 

Upon registration, competitors must elect to compete in one of the three tiers. The deadline for switching to a lower tier is March 31, 2019. There is no deadline for switching to a higher tier. Competitors may not compete in multiple tiers at once. Competitors are only eligible to win the Tier in which they have registered. To qualify for the prize purse in a tier, competitors must attain a minimum threshold of participant downloads as detailed in Table 1.

To win its tier, a team must first attain the minimum threshold of participant downloads for the tier in which it is competing. The minimum threshold for Tier 1 is 5,000 downloads. The minimum threshold for Tier 2 is 1,500 downloads. There is no minimum threshold for Tier 3. 

The winning team in each tier will be the team that has the largest number of its participants who downloaded an app subsequently use the app on at least three separate days, including the day on which they downloaded the app. 

Tallying Downloads

Beginning in February 2019, all eligible competitors will be provided with a unique code that must be used by learners when downloading the qualified apps. This code can either be embedded in online recruitment materials or translated to other formats for use in print or other marketing collateral. When participants download the qualified apps, this unique code will be used to identify which competitor is credited with the recruitment of that participant. 

To verify downloads, XPRIZE and / or its partners will collect this data on its servers both when participants download an app, install the app, and when they log in to the app for the first time. Only verified installs will be counted toward a competitor’s minimum threshold requirement. 

No other methods of counting downloads will be used. XPRIZE will not consider and will not accept competitors’ own reports of download numbers. 

Measuring Usage

Usage is defined as opening and using any one of the qualified apps for any period of time. A learner will be counted as a “user” once that learner has opened and used the qualified apps on at least three separate days. 

To verify usage, XPRIZE and / or its partners will collect app login data for all users directly from the installed app. 

No other methods of measuring usage will be used. XPRIZE will not consider and will not accept competitors’ own reports of usage numbers. 

Other Judging Requirements

Teams must demonstrate how they intend to continue to support increasing access to adult education beyond the competition. A judging panel will determine competitors’ compliance with these goals. For further detail, see §2 of the Competition Guidelines, Competition Structure. 

Winners must use the Prize winnings to benefit adult learners. The Application Form will require teams to explain how they intend to spend their winnings. 

The Expert Judging Panel may disqualify a team or award the prize to another team if judges determine that the team will not use the winnings to benefit adult learners.
